Problem Statement
Ops teams that let agents call paid APIs end up hand-auditing receipts or hard-coding API keys with no budget control. They need an agent-native checkout layer that can explain the spend, respect allowances, and prove the wallet delta without humans wiring money by hand.
Locus Budget Broker is a Telegram agent that quotes the Locus wrapped Email Reputation API, enforces allowance + reserve checks, collects explicit approvals, pays through the Locus wallet (`0xdf17…cdaf`), and logs every action with the wallet, cost, and risk result so judges can audit the spend.
