Problem Statement
AI agents are gaining autonomy but lack a critical primitive: provable action legitimacy. Personhood verification is partially solved — but knowing an agent is real tells you nothing about whether what it did was authorized. Today there is no way to prove that a verified agent acted within the scope its human defined, at the action level, with onchain evidence anyone can independently verify. Without this, trust requires faith. MEL replaces faith with cryptographic proof: bounded mandates, private compliance reasoning via Venice AI, and immutable onchain receipts that trace every action back to a verified human through Self Protocol. The trust chain is fully onchain and fully verifiable — zero trust required.
Mandate Execution Layer (MEL) is the missing primitive between personhood verification and autonomous AI execution: bounded authority with onchain receipts. The problem is not identity — it is action legitimacy. How do you prove an AI agent acted within the scope its human authorized? MEL solves this with a 5-layer architecture: (1) Verified Human via Self Protocol soulbound NFT with live on-chain verification — no NFT, no mandate. (2) Bounded Mandate defining exactly what actions are allowed, with time limits and scope. (3) Private Reasoning via Venice AI (llama-3.3-70b) evaluating every action for compliance — zero data retention, private cognition producing public trust. (4) Immutable Receipts for every action (executed or blocked) posted onchain with the reasoning hash. (5) Full Trust Chain: receipt → mandate → Self proof → verified human. Live demo: 7 onchain transactions on Base Sepolia — mandate creation, 5 action receipts (2 executed, 3 blocked by the mandate boundary), and mandate revocation. Every transaction verifiable on BaseScan. Venice reasons on blocked actions too — the reasoning hash is onchain for every decision, creating a complete verifiable audit trail. Contracts: MandateRegistry.sol enforces live Self Protocol verification at mandate creation. ActionReceipt.sol posts immutable receipts. Agent built in TypeScript with viem. No mocks, no simulations — real onchain enforcement.
